Russell is quieter, charming, and reached by ferry (5 min, $14 return for adults, kids free). Russell is worth a half-day visit regardless of where you stay — the Duke of Marlborough is NZ's oldest pub and the beach is lovely. Stay in Paihia for convenience, visit Russell for the character.

Is the Hole in the Rock worth doing with young kids?

The Cape Brett cruise including the Hole in the Rock is a full-day trip (4–5 hours) and involves open water — check conditions before booking, as it can be rough.
